Europe felt a moment of respite on Monday, as the tension caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been contained. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: a renewed assault of aerial bombardment on Kyiv.
The Pattern of Negotiation and Warfare
The sequence of conflicting incidents captured the grim essence of the current period. By day, diplomatic battles are fought: optimistic declarations are issued from various governments. Considerable effort is allocated on containing particular approaches. By night, the Kremlin clearly shows the world that, for them, war remains the key method for achieving "peace".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is capable of detecting projectile deployments from across the border, a capability provided through up-to-date information. From vantage locations, military aircraft that had been deployed to engage hostile cruise missiles roared overhead – advanced fighter aircraft provided to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons engaged: several firings deployed against a hostile projectile. This was a modern interception technology at work, presumably delivered by allied countries. Every launch creates sudden vibrations, shaking the windows. The moment of terror quickly becomes resigned acknowledgment: perhaps the incoming missile won't hit its mark this time, preventing destruction from devastation and further power outages.
Continuous Dangers
Following this, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a defensive team – almost certainly imported technology. Regrettably, the shots failed to hit the enemy aircraft – it continued its flight toward its objective.
Intermittently, this persisted until dawn. Kyiv faced the morning news: several casualties, devastation and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those full day demonstrated Ukraine's essential dependence on external assistance – a dependence that neighboring countries are demonstrably unable to substitute in the near term.
Failed Diplomacy
The 28-point plan from American leadership sparked intense emotion, controversy and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new approach from American administration unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually secure success. This cycle will, certainly, continue.
Tactical Assessments
It is tempting to accuse certain parties of persistently promoting Moscow's conditions. But that does not seem to be the whole story. Washington works based on a premise understood by seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The White House presumes that it is unfeasible to force Russia to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, US leadership does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not shift further in its favour in the coming year.
Opposing Positions
Therefore, Moscow is confident that time is on his side – that Ukraine and its partners are coming close to fatigue. Their motivation to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to end hostilities, but they will persist as long as Russia's government remains highly assured in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding lives and land but preventing a complete military breakdown until circumstances change in its benefit.
Present Conditions
Realistically, there are no genuine requirements for a armistice. Now, personal considerations are coming into play: personal goals to mediate resolution and secure international recognition, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unworkable, so that their attention does not shift toward domestic problems. And although their mission will now be much harder after recent developments, it remains very improbable that this will alter their fundamental strategy.
These two forces are influencing discussions.
Conclusion and Outlook
It took a only one week to kill the proposed articles of the latest plan. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, latest revelations, all achieved their purpose.
While new proposals based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and show particular unwillingness to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
